Abstract: The appearance of Internet media knocks against traditional media, and especially against TV media greatly. Its influence has been on many aspects such as technologies contained, society structure, society culture, society equilibrium and development.

In general, the word of “civilization” refers to a kind of invisible quality form when a society reaches the comparative superior grade, knowledge, civilization, cultural or historical relics and so on. “Civilization” refers to the sum of substance and spirit wealth created by mankind during the course of society development, which particularly indicate spirit wealth, e.g. Literature, Art, Education, and Science. On the contrary, based on the substance wealth, the cohesiveness of the society spirit would push the progress of science technology and society development ahead.

TV civilization was brilliant not long before, yet it is untimely to say that TV civilization is out-of-date. As a kind of society form, the civilization built by Internet is just shifting human society contact and society living fashion deeply. It is affirmative that Internet has been cultivated the society civilization value. Internet civilization is exactly becoming an important symbol of global trend. However, digital technology not only promotes the developing and growing of Internet rapidly, but also improves TV technology at high speed in the same way.

The paper deems that in the face of favorable circumstances (opportunity) and challenge, we should see clearly that it gives all kinds of media with the same existing chance; and pay close attention to the effect upon society during the time of shifting.

In information society, Internet possess incomparable power. As an implement of the project of “digital city”, digital information and Internet have gradually become an indispensable part of citizen’s daily life. The citizens have been familiar with electronic office, electronic commerce, society insurance system, Internet shopping, network conference, network learning, which are the physical foundations of the formation and development of Internet civilization. It is frequently heard of “the most quick source of information is Internet”, and “chatting room make the youth be reluctant to leave”. Also, it is reported that the main crowd of surfing Internet are the youth, they each own at least one or two e-mail box even more; establish their own game rules on the Internet; use the tongue which only could be understood among themselves. However, it isn’t perfect in every way in current period. One of disappointing truth is that Internet be deemed all pervasive, invisible, (for example, in chatting rooms) which make relationship among people without due consideration and responsibility. Additionally, the fresh and incentive nature of Internet cause young boys and girls to addict in surfing Internet, in other words, students surf Internet and explore blandly, which is more serious than running away home when after-school. Internet technology and its impact on civilization communication have reached the degree that Internet should be recognized and emphasized as one kind of independent civilization, otherwise, it would bring us endless trouble.

Furthermore, the paper deems that we should discriminate the advantages and disadvantages of Internet civilization, and proposed to set up a set of society alarming system. Based on that system we can give advice to and reconcile the society problem. Through making good use of positive experience culminated from Internet civilization and TV civilization development, we could avoid impossible turbulence during the course of society shifting. Only by this, we could improve our society advancement stably and harmonically. TV media will keep its previous predominance continuously because it is punctual, real, immediate and authoritative. While Internet can provide big amount of information, inspect repeatedly and reviewed easily, which could make up for the disadvantage of TV. Since they have their own features and civilization connotation, the TV media and Internet media should be compatible and co-existed for a long time.
